As per the recommendation of the National Knowledge Commission (NKC), the government of India has decided to set up an autonomous “National Commission on Libraries”. The commission would be set up as a statutory body to address information and learning needs of the citizens of India. The commission would also oversee the functioning of public and private libraries in India. By this way it hope to bring reform in the Libraries and Information Services (LIS) sector in India.

PH.D RULES
PATNA: Getting a Ph.D degree had never been so easy. You need not qualify the National Eligibility Test (NET) conducted by the UGC and CSIR or the pre-Ph.D registration test conducted by different universities for doing Ph.D in a subject. You need not make even a pre-Ph.D presentation as required by some universities to get yourself registered. You have to simply cough up an amount ranging from Rs 1 lakh to Rs 1.5 lakh for getting a Ph.D degree.This easy way of getting a Ph.D degree, which is supposed to be a passport for lectureship, is attracting a large number of unemployed postgraduates. And, this is, but natural that the walls of Patna streets, especially those located in and around the Patna University (PU) campus, are replete with posters proclaiming a Ph.D degree without pre-registration test. A lesser known institution, styled as Bidya Evening College and located in Kachchi Talab area near Gardanibagh in west Patna, is the facilitator. The college admits a candidate on payment of Rs 16,500 only after which the process of Ph.D registration starts.The college authorities claim that candidates are registered as part-time candidates under distance education mode with Dravidian University in Andhra Pradesh. A candidate can do Ph.D in any subject, right from history to computer science, biotechnology or management.Depending upon the selection of the subject, the amount of fee (to be deposited in instalments) varies. While a candidate doing Ph.D in history is required to deposit a sum of Rs 90,400, one doing Ph.D in environmental studies will have to deposit Rs 1,50,400 for a period of three years.Candidates are required to select their own supervisor for guiding them in research activities. And, a supervisor need not be a working teacher of any college or university. Anybody who is a Ph.D degree holder and has three years of teaching experience (even if he is unemployed at present) can become a supervisor. Retired teachers are most welcome as supervisors. Candidates registered for Ph.D are, however, required to pass a written examination conducted by Dravidian University after one year of their registration, they added.It may be mentioned here that cracking the UGC NET examination is not an easy job for many candidates. As the syllabi of pre-Ph.D registration test are the same as those of NET examination, very few candidates are able to qualify. And, almost all the universities in the state have, of late, introduced pre-Ph.D registration test for allowing a candidate to do Ph.D. PU has further made it tougher by prescribing at least five hours daily stay on the campus for research scholars.Under these circumstances, candidates would certainly opt for off-campus part-time Ph.D programme, compromising with the quality of research work.

Rules for physical verification of library books
Rule 194. Physical verification of Library books :
(i) Complete physical verification of books should be done every year in case of libraries having not more than twenty thousand volumes.For libraries having more than twenty thousand volumes and upto fifty thousand volumes, such verification should be done at least once in three years. Sample physical verification at intervals of not more than three years should be done in case of libraries having more than fifty thousand volumes. In case such a verification reveals unusual or unreasonable shortages, complete verification
shall be done.
(ii) Loss of five volumes per one thousand volumes of books issued/consulted in a year may be taken as reasonable provided such losses are not attributable to dishonesty or negligence. However,loss of a book of a value exceeding Rs.1,000/-(Rupees One
thousand only) and rare books irrespective of value shall invariably be investigated and appropriate action taken.

NCSI-IDRC Workshop on Library Automation Packages and Digital Library Software: July 27th to 31st and August 3rd to 7th, 2009
Two workshops on Library Automation Packages (LAP) and its Integration with Digital Library Software are organised at National Centre for Science Information (NCSI), Indian Institute of Science (IISc), Bangalore from July 27th to 31st and August 3rd to 7th. Topics covered include Installation, Staff-Client and OPAC modules of a few LAP and its Integration with Digital Library Software on Linux (Ubuntu) platform.

The workshops are organised as part of a project on ILAP carried out at NCSI, funded by The International Development Research Centre (IDRC), a Crown Corporation and an agency of the Government of Canada. One of the objectives of the project is to test the available open source technological tools for the development of union catalogue and to train manpower to implement union catalogue at their respective institutions/libraries. To fulfill this objective, a series of workshops is organised. First workshop was conducted from 5th to 9th January, 2009. Second workshop (July 27th to 31st, 2009) and third workshop (August 3rd to 7th, 2009) are being organised now.

HAVE TO CRACK NET TO BECOME A LECTURER NOW
To ensure uniform standard of teachers across universities in India, the University Grants Commission has approved the National Eligibility Test (NET) as the minimum eligibility condition for recruitment of lecturers.“All new appointments of lecturers will have to follow the new regulation,” said UGC chairman Sukhadeo Thorat.“But candidates who have already been awarded Ph.Ds in compliance with the UGC regulation for minimum standards shall be exempted from the requirement of either NET or SLET.” Permanent teachers will also be exempted by the new regulation. “Only Ph.D holders whose course is of high standard will get exemption from NET or SLET to get into teachership in universities and colleges affiliated to UGC. The M Phil holders will have to clear NET or SLET,” said Thorat.
